Amends Connecticut General Statutes section 17b-342(h) to allow Medicaid payments for home care services retroactive to not more than three months from the date an eligible individual applied for Medicaid.

Requires individuals receiving home care services to apply for and accept Medicaid benefits when requested by the Department of Social Services, as a condition of program participation.

Excludes applicants who transferred assets for less than fair market value within sixty months before applying, requiring the Commissioner of Social Services to impose a penalty period instead.

Applies federal regulations (42 CFR 435.915 and 42 USC 1396p) governing asset transfers and penalty periods to Connecticut's home care Medicaid program.

Effective July 1, 2019.
