Voids any contract entered into on or after October 1, 2019 that conditions dog or cat ownership on installment payments made after the animal is transferred to the buyer.

Voids any contract for leasing a dog or cat that includes an option to purchase ownership at the end of the lease.

Permits unsecured loans for the purchase of dogs or cats, which are excluded from the prohibition on installment payment contracts.

Establishes that persons taking possession of animals under prohibited contracts become the legal owners and are entitled to refunds of all payments made.

Exempts purebred dogs rented for breeding purposes (when registered with a national registry), animals used in spectator events or media productions, and working animals such as guide dogs and law enforcement dogs.
