Requires quasi-public agencies to submit all employment contracts, consulting contracts, and separation agreements to the Attorney General for review and comment before entering into or renewing them, effective October 1, 2019.

Mandates that contracts with an annual cost exceeding $100,000 must also be submitted to the relevant joint standing committee of the General Assembly at the same time they are submitted to the Attorney General.

Defines "separation agreement" as an agreement to pay less than $50,000 to an employee resigning or retiring to avoid litigation costs or pursuant to a nondisparagement agreement.

Applies to all contracts entered into or renewed on and after October 1, 2019.
