Establishes an Election Law Review Commission effective October 1, 2019, to review state election laws including primary timing, constitutional officer elections, and political campaign regulations

Commission membership consists of cochairpersons and ranking members of the joint standing committee on elections, plus additional members appointed by cochairpersons in consultation with ranking members

Requires majority quorum and affirmative vote of a majority of full commission membership for all commission actions

Commission must submit annual reports to the joint standing committee on elections on or before February 15, 2020, and each year thereafter, with recommendations for legislation addressing issues discussed in the reports
