Allows respondents to any complaint or enforcement action to file an interlocutory appeal to Superior Court if the matter has been pending for two years without a hearing being held.

Establishes procedures designed to ensure timely review and disposition of election-related complaints to prevent cases from remaining inactive indefinitely.
