Repeals and replaces Section 7-450c of the general statutes, effective October 1, 2019.

Prohibits municipalities and special taxing districts from diminishing or eliminating pension and retirement benefits for retirees whose systems existed as of July 11, 2007, though administrative changes are permitted if equivalent benefits are maintained.

Prevents municipalities and special taxing districts from reducing or eliminating retiree benefits based on permanent partial disability benefits received under sections 31-308 or 31-308a on or after October 1, 2019.

Exempts existing collective bargaining agreements negotiated under sections 7-467 to 7-477 that were in effect before October 1, 2019 from the pension offset prohibition.

Received joint favorable recommendations from the Labor and Public Employees Committee and the Appropriations Committee.
