Repeals and replaces Section 16-351 of Connecticut general statutes effective October 1, 2019 regarding underground utility markings.

Requires public utilities receiving excavation notice to inform persons, agencies, or utilities of underground facility locations and provide assistance in establishing actual locations.

Mandates public utilities mark the approximate location of underground facilities using methods including color coding as prescribed by regulations.

Requires any markings on streets, sidewalks, or other surfaces to be made with material that begins to fade within three months of application.

Requires utilities to provide additional assistance if actual facility locations cannot be established before excavation, explosives discharge, or demolition activities proceed.
