Adult residents of assisted housing must seek vocational, educational, or literacy training for at least one hour per month, effective October 1, 2019.

Housing authority resident service coordinators must provide information about existing vocational, educational, or literacy programs at no cost to eligible residents and meet with them at least every six months to review participation opportunities.

Residents aged 62 or older, those with disabilities (blindness, physical disability, mental disability, or intellectual disability), primary caretakers for such persons, and those already engaged in employment or educational programs are exempt from the training requirement.

"Adult resident of assisted housing" is defined as a person 18 years or older receiving rental assistance under Connecticut General Statutes Chapter 138a or federal law (42 USC 1437f(o)) and living in assisted housing.

The bill applies to recipients of housing assistance who are not otherwise engaged in work, training, or educational activities.
