Prohibits municipalities and state agencies from discharging, disciplining, or discriminating against public safety personnel who seek mental health services or return firearms while receiving treatment.

Requires law enforcement units to return an officer's firearm when a licensed mental health provider determines the officer is ready for duty.

Mandates the Department of Emergency Services and Public Protection develop and maintain a list of at least thirty mental health providers with training in treating police officers and post-traumatic stress disorder expertise.

Requires the Police Officer Standards and Training Council to develop a model mental health and wellness policy that municipal police departments must adopt or exceed.

Requires mental health care and wellness training plus crisis intervention training for police officers hired on or after October 1, 2019, and establishes a database to track police officer suicides with mandatory municipal department reporting.
