Establishes a task force to develop a strategic plan on cybersecurity that addresses state agency oversight, critical IT infrastructure, municipal coordination, federal agency coordination, information sharing protocols, interstate coordination, private sector collaboration, and public awareness initiatives.

Task force membership consists of 16 members including two appointees each from the House Speaker and Senate President pro tempore, one appointee each from House and Senate majority leaders representing municipalities of different population sizes, one appointee each from House and Senate minority leaders, three state commissioners (or designees), and three Governor appointees.

All task force appointments must be made within 30 days of the act's effective date, with the first meeting scheduled no later than 60 days after the effective date.

Task force shall submit its findings and recommendations report to the joint standing committee on public safety and security no later than January 15, 2020, and shall terminate on the date the report is submitted or January 15, 2020, whichever is later.

Administrative staff support shall be provided by the joint standing committee of the General Assembly having cognizance of public safety and security matters.
