Commissioner of Transportation must submit an annual "Transportation Project Priority Report" to the joint standing committee on transportation, with first report due by December 1, 2019

Report must identify twenty priority transportation projects and for each project include: whether it will be substantially complete by the original completion date, whether costs are under budget (and if not, the amount over and explanation), and whether change orders were issued with their costs and reasons

Report must identify all transportation projects ready for construction but lacking funding

Report must identify all transportation projects with authorized bonds that have not started construction, including the bond authorization date, reasons for delay, and anticipated construction start date

Report must identify all transportation projects anticipated to become priorities based on usage, traffic demands, and transportation mode integrity
