Amends part III of chapter 164 to create a commission that develops a plan for regional consolidation of school districts in Connecticut.

Requires towns with populations under 40,000 to join regional school districts, except those that already provide K-12 instruction as regional districts, organized similarly to probate districts.

Allows employees in newly consolidated regional districts affecting multiple collective bargaining units to be represented either by a coalition of existing units or a new single unit.

Requires future collective bargaining agreements for consolidated single-town school districts to be negotiated on a regional basis upon expiration of current agreements.

Plan becomes effective statewide for the school year beginning July 1, 2021, if approved by the General Assembly and signed into law by July 1, 2020.
