Requires the Board of Regents for Higher Education to obtain a two-thirds vote before recommending any merger or closing of institutions within the Connecticut State University System, regional community-technical colleges, or Charter Oak State College.

Mandates the Board of Regents to send notice of any recommended merger or closing to the joint standing committee of the General Assembly with cognizance over higher education matters.

Gives the General Assembly one year from receiving notice, or until adjournment of the next regular session (whichever is later), to accept the recommendation by majority vote of both houses or reject it by majority vote of either house.

Provides that if the General Assembly fails to act within the specified timeframe, the recommended merger or closing is automatically deemed accepted.

Effective date of July 1, 2019, amending section 10a-6(a) of the Connecticut General Statutes.
