Establishes a task force to study mental health policies and procedures at Connecticut institutions of higher education and recommend a state-wide mental health services policy for students.

Task force must examine how institutions inform students of mental health services, delivery methods (online, individual counseling, group discussions), utilization rates, community partnerships, student feedback, leave-of-absence procedures, staff training, and types of services sought including substance use disorder, depression, and anxiety treatment.

Task force consists of 8 members including representatives appointed by legislative leaders, a community mental health provider, a mental health care provider, the Board of Regents president or designee, and the Commissioner of Mental Health and Addiction Services or designee.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to relevant joint standing committees by January 1, 2020, and terminates upon report submission or January 1, 2020, whichever is later.
