Prohibits smoking on any beach located in a state park, effective July 1, 2019.

Defines "smoking" to include cigarettes, cigars, pipes, electronic nicotine delivery systems, and vapor products, whether lit or being carried.

First violation results in a warning from the Commissioner of Energy and Environmental Protection; second or subsequent violations are classified as infractions.

Requires notice of the prohibition to be posted on the Department of Energy and Environmental Protection website and conveyed by park attendants to visitors upon entry.

Amends Connecticut General Statutes section 51-164n(b) to include violations of the smoking ban in the list of infractions that follow specified violation procedures.
