Establishes a Green Alert communications network within the Department of Emergency Services and Public Protection, effective October 1, 2019, to assist state and local law enforcement in locating missing veterans.

Requires the department to designate a coordinator who shall develop protocols for recovering missing veterans and reducing the number of veterans reported missing, from initial notification through return to family or conservator.

Mandates the coordinator submit annual reports to the joint standing committees on military affairs and public safety beginning October 1, 2020, including number of alerts issued, successful recoveries, and average time to locate individuals.

Requires the department to adopt regulations establishing minimum standards for alert issuance and dissemination, including limits to geographic areas the missing veteran could reasonably reach and protections for civil liberties and medical information.

Amends existing law to require municipal police departments to immediately accept reports of missing veterans and inform on-duty officers, and includes veterans in the clearinghouse system for missing persons eligible for assistance.
