Executive director of the Commission on Human Rights and Opportunities shall establish an advisory committee to examine state laws prohibiting discrimination based on gender identity or expression in workplaces and schools.

Advisory committee shall consist of the executive director (or designee), the Commissioner of Education (or designee), and five appointed members with experience in statutory drafting, teaching, employment law, gender identity law application, or discrimination issues.

When making appointments, the executive director shall appoint members including a current or former public school administrator or teacher, a representative from a gender identity organization, an advocate for gender identity needs, and an individual who experienced gender identity discrimination.

Committee shall examine existing state protections against gender identity discrimination in employment and schools, identify required legislative or administrative actions to enhance those protections, and consider other agreed-upon matters.

Executive director must submit a report with the advisory committee's findings and recommendations to the joint standing committee on judiciary no later than December 1, 2020.
