Allows the Connecticut Health and Educational Facilities Authority to make loans for projects at "related health care institutions" located outside Connecticut, effective July 1, 2019.

Adds new definition of "related health care institution" to mean any hospital or health care facility that is constructed or acquired by a nonprofit corporation and meets three criteria: located outside the state, wholly owned or controlled by a state-licensed Connecticut health care institution, and would be eligible for licensure under Connecticut law if located in-state.

Expands the definition of "project" for participating health care institutions to include "related health care institution" facilities eligible for Authority financing, including structures, equipment, and machinery necessary for operation.

Applies to nonprofit, nonstock corporations or nonsectarian health care centers that conduct charitable health care activities and purposes as defined in state statute.
