Prohibits pedestrians from crossing a highway while viewing a mobile electronic device, effective October 1, 2019.

Defines "mobile electronic device" to include mobile phones, text messaging devices, laptops, video game equipment, and digital cameras.

Exempts emergency use communications with emergency response operators, hospitals, physicians, ambulance companies, fire departments, or police departments.

Exempts peace officers, firefighters, emergency medical responders, emergency medical technicians, and paramedics when performing official duties.

Establishes penalties of a warning for first violation and a $20 fine for subsequent violations; vehicle operators who fail to exercise due care to avoid pedestrians face fines up to $500.
