Requires cable companies to provide a discount of no more than 10 percent off basic cable service rates for subscribers aged 65 or older, except when otherwise required by federal law.

Repeals the Public Utilities Regulatory Authority's ability to impose rate regulation on cable companies, limiting such authority to compliance with federal law only.

Eliminates the Public Utilities Regulatory Authority's power to mandate facility build-out requirements or require specific technology for cable service delivery.

Requires cable companies to notify the Public Utilities Regulatory Authority of planned programming or rate changes at least 30 days in advance, with exceptions for legally-mandated changes or circumstances in subscribers' best interest.

Effective date of July 1, 2019 for all provisions.
