Establishes a web portal on the Commission on Women, Children and Seniors website with links to seven publicly available background databases including the National Sex Offender Public Website, Connecticut Sex Offender Registry, Medicare/Medicaid fraud exclusion list, nurse's aide registry, criminal conviction database, professional licensure verification database, and Department of Social Services exclusion database.

Requires the Commission on Women, Children and Seniors to convene a working group to develop strategies raising public awareness of these databases for persons hiring providers to care for elderly persons, children, or persons with disabilities.

Mandates the Commission track portal utilization and file a report by January 1, 2021 with the General Assembly committees overseeing aging, children, human services, and public health.

Expands the definition of "disqualifying offense" for healthcare workers to include convictions of crimes related to assault, abuse, and exploitation of elderly persons and persons with disabilities under Connecticut General Statutes sections 53a-59a, 53a-60b, 53a-60c, 53a-61a, 53a-321, 53a-322, and 53a-323.
