Defines Smith-Magenis Syndrome as a genetically based developmental disorder characterized by mild to moderate intellectual disability, delayed speech and language skills, distinctive facial features, sleep disturbances, and behavioral problems.

Requires the Commissioner of Developmental Services to study, in consultation with Commissioners of Early Childhood, Education, Mental Health and Addiction Services, Public Health and Social Services, whether children with Smith-Magenis Syndrome are receiving adequate services including early intervention, special education, and supportive services.

Directs the Commissioner of Developmental Services to develop recommendations to improve services for affected children as necessary.

Requires the Commissioner to report findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to children, education, public health and human services by January 15, 2020.
