Prohibits court reporters from charging non-hiring parties more than what the hiring party pays for final transcripts, excluding ancillary fees and additional services like expedited delivery or daily copies.

Requires court reporters to offer additional services (expedited delivery, daily copy, streaming text or video) at the same or lower rates to all parties in a legal proceeding regardless of who hired the reporter.

Mandates court reporters provide written invoices to requesting parties within 30 days of receipt of the request.

Classifies violations of these provisions as unfair trade practices under state law; exempts official court reporters appointed by Superior Court judges from these requirements.
