Increases the maximum value of irrevocable funeral service contracts from $8,000 to $10,000, effective January 1, 2020, with all interest, growth, and dividends remaining inaccessible to the beneficiary.

Requires the state to receive remaining contract funds after funeral services are performed, up to the amount of medical assistance and other public assistance paid on behalf of the beneficiary, with funeral establishments liable for improper payment distribution.

Establishes that funeral service establishments must transfer remaining funds to the Commissioner of Social Services within 60 days of service completion.

Requires mausolea and columbaria to maintain perpetual care funds by setting aside at least $100 per crypt sale and 10% of proceeds from room and niche sales, with proportional deductions from partial payment plans.

Mandates Department of Public Health inspection and certification before any vault, crypt, niche, mausoleum, or columbarium can be used for interment, with exemptions for columbariums on religious society premises.
