Exempts child care services administered by public school systems, municipal agencies, or departments from state licensing requirements.

Exempts child care services provided by private schools that comply with state approval or accreditation requirements, limited to children within approved age ranges.

Exempts short-duration programs including music, dance, drama, art classes (no longer than 2 hours), single-skill classes (no longer than 2 hours), library programs (no longer than 2 hours), scouting, sports activities, rehearsals, academic tutoring, and programs exclusively for children 13 years or older.

Exempts informal child care arrangements among neighbors and family care provided by grandparents, great-grandparents, siblings, aunts, or uncles in their own homes.

Exempts supplementary child care in retail establishments where parents remain in the store, drop-in care at specified nonprofit organizations (Solar Youth Inc., Cardinal Shehan Center, Organized Parents Make a Difference Inc., and Leadership Education and Athletics in Partnership Inc.), and programs contracted through the Department of Social Services focused on teenage pregnancy reduction for ages 10-19.
