Prohibits disaggregation of student data by ethnic subgroups in the state-wide public school information system, effective July 1, 2019

Creates two exceptions: disaggregation is allowed if required by federal law or if collected uniformly for all ethnic subgroups across the entire state student population

Requires the Department of Education to develop and maintain a standardized electronic data collection system tracking student, teacher, and school performance, including state-wide mastery examination results and student attendance

All school districts must participate in the system and report required information, with the department providing technical assistance and training

Permits nonprofit organizations exempt under Internal Revenue Code Section 501(c)(3) to request access to system data within 60 days of submission, with requestors responsible for reasonable costs
