Permits municipal health departments, state institutions, licensed physicians, and public or private hospitals or clinics to provide prophylactic treatment for sexually transmitted diseases to minors without parental or guardian consent.

Establishes that consultation, examination, and treatment information shall remain confidential and cannot be disclosed to anyone other than the minor, except for disease reporting purposes under section 19a-215.

Requires facilities or physicians to report the name, age, and address of minors not more than twelve years of age to the Commissioner of Children and Families or designee, who shall proceed as in reports under section 17a-101g.

Defines "prophylactic" as a medicine or course of action used to prevent disease.

Becomes effective July 1, 2019.
