Increases the Connecticut Airport Authority executive director's authorization limit for nonbudgeted expenditures from $500,000 to $1 million without prior board approval for emergency airport repairs or operational disruptions.

Requires the executive director to notify the board chairperson or vice chairperson within 24 hours of making any nonbudgeted expenditure, including the amount and reason.

Transfers control of the Connecticut airport and aviation account from the Commissioner of Transportation to the executive director of the Connecticut Airport Authority, with Secretary of the Office of Policy and Management approval.

Directs 75.3% of state aviation fuel tax revenue under section 12-587 to be deposited into the Connecticut airport and aviation account for airport and aviation-related purposes.

Expands Freedom of Information Act exemptions to include responses by a public agency to private entities' requests for proposals or bid solicitations, keeping such records confidential until contract execution or negotiations end, effective October 1, 2019.
