Establishes a task force to study unmanned aerial vehicle (UAV) use by law enforcement agencies in Connecticut and examine existing and potential future applications.

Task force shall make recommendations for legislation on: warrant requirements for UAV use, circumstances for using collected data with privacy protections, data retention schedules, and documentation requirements.

Task force composition includes 10 members appointed by legislative leaders (with one civil liberties representative and one police chiefs representative), plus the Commissioner of Emergency Services and Public Protection, Chief State's Attorney, Chief Public Defender, and Police Officer Standards and Training Council chairperson.

All appointments must be made within 30 days of enactment, with the first meeting held within 60 days of the effective date.

Task force must submit its findings and recommendations to the joint standing committee on public safety and security by January 15, 2020, and terminates on that date or when the report is submitted, whichever is later.
