Commissioner of Children and Families shall develop a process in consultation with the Office of the Child Advocate and facility operators to routinely collect information on monitoring, inspections, and health/safety/treatment outcomes at congregate care facilities.

Collected information must be made available to the public on the Department of Children and Families website, excluding any personally identifying information about children receiving services.

Commissioner must promptly notify the Office of the Child Advocate and parents or guardians when any licensing actions or health/safety-related sanctions are taken against facilities, and when corrective actions are undertaken.

Commissioner must submit a report to the joint standing committee on children by December 31, 2019, describing the processes developed and implementation timelines.
