Report must evaluate nonlethal hazing devices including noise and physical deterrents that decrease black bear use of populated areas.

Report must address education programs to instruct the public on improved attractant management practices.

Report must examine community planning strategies that incorporate black bear territory considerations into municipal land use and waste management plans.
