Requires the Commissioner of Social Services to include behavioral health counseling rates in the fee schedule for the medical assistance program, effective July 1, 2019

Covers in-home behavioral health counseling provided to Medicaid beneficiaries by licensed social workers employed by home health care agencies

Social workers providing counseling must be licensed pursuant to chapter 383b

Allows home health care agencies aggrieved by a rate determination to request a hearing within ten days of written notice from the Commissioner

Requires the Commissioner to adopt regulations in accordance with chapter 54 to implement these provisions, with temporary policies and procedures valid for up to nine months during the regulatory adoption process
