Commissioner of Social Services must seek approval from Centers for Medicare and Medicaid Services by September 1, 2019, for a Medicare waiver exempting Connecticut hospitals from the hospital prospective payment system.

The waiver would allow hospitals to be reimbursed under an all-payer hospital payment system in which Medicare, Medicaid, and private insurers pay the same rate for services.

Waiver proposal must include a hospital revenue cap, incentives for hospitals to partner with other health care entities to lower care costs, and financial incentives to reduce hospital readmissions and preventable health issues.

Effective upon passage.
