SB 898 Summary

• Establishes the Hispanic and Fellow Communities of Color Nonprofit Stabilization and Growth Fund to build capacity of eligible nonprofits serving Hispanic and communities of color populations through training and technical assistance.

• Eligible community-based organizations must be 501(c)(3) nonprofits incorporated for at least 3 years, serve populations that are 51% or more Hispanic or non-Hispanic communities of color, have leadership that is Hispanic, African-American, or Asian Pacific-American, and maintain an annual operating budget of at least $150,000.

• Commissioner of Social Services may contract with a nonprofit organization having 15+ years of experience with Hispanic charitable organizations to administer the fund through competitive procurement processes and results-based contract evaluations.

• Fund grants support capacity building in financial management, board development, fund development, nonprofit management, information technology, collaborations, and results-oriented outcome training.

• Appropriates $1.5 million from the General Fund for fiscal years ending June 30, 2020 and June 30, 2021; requires a report to legislature by September 1, 2020 on fund performance and recommendations for continuation.
