Establishes no time limit for prosecution of capital felonies, class A felonies, and certain sexual assault offenses under sections 53a-54d, 53a-169, 53a-70, and 53a-70a.

Extends statute of limitations for class B felony sexual assault violations (sections 53a-70, 53a-70a, 53a-70b, 53a-71, 53a-72a, 53a-72b) to 10 years after the offense is committed.

Maintains 5-year statute of limitations for other felonies with potential imprisonment exceeding one year, and 1-year statute of limitations for lesser offenses.

Allows prosecution of sexual assault violations under chapter 12-660 more than five years after the violation occurs, notwithstanding the 5-year limitation period.

Takes effect October 1, 2019, and applies to offenses committed on or after that date and to prior offenses where the previous statute of limitations had not yet expired as of October 1, 2019.
