Eliminates requirement for absentee ballot applicants to mail original completed applications to town clerks if copies have already been submitted by facsimile machine or electronic means, effective July 1, 2019.

Removes option for nominating petition circulators to submit petition pages directly to the Secretary of the State; all submissions must go to the appropriate town clerk instead, effective July 1, 2019.

Requires town clerks (not Secretary of State) to accept nominating petitions and certify circulator statements regarding residency, eligibility, and signature authenticity under section 9-453j.

Permits town clerks to accept petition signatures with different street addresses if the signer is eligible to vote for named candidates and dates of birth match voter registration records.

Effective date for all amendments is July 1, 2019, affecting Connecticut General Statutes sections 9-140(b), 9-453i(a)-(c), 9-453j, and 9-453k.
