Expands the definition of "privatization contract" to include procurement contracts entered into on or after July 1, 2019, where subsequent related services will exceed $50,000 per year.

Requires state contracting agencies to provide written notice to collective bargaining agents at least 60 days before entering into or renewing any privatization contract and offer an opportunity to discuss whether state employees could perform the work instead.

Mandates Attorney General approval of all privatization contracts before execution, with contracts entered on or after July 1, 2019, not binding on the state without such approval.

Requires cost-effectiveness evaluations for privatization contracts over $1 million and prohibits agencies from entering contracts without state savings unless the Secretary of the Office of Policy and Management provides written authorization.

Establishes reporting requirements for agencies that lack sufficient state employees to perform a contract, requiring submission of staffing plans to prevent future insufficiency and reporting to legislative committees on budget proposals.
