Bill Summary: SB 918

• Establishes a supplemental grant program allowing gubernatorial candidates participating in Connecticut's Citizens' Election Program to raise additional funds and receive matching grants from the Citizens' Election Fund.

• For the 2022 election, supplemental grants for primary campaigns are capped at 75% of the standard primary grant amount, and supplemental grants for general election campaigns are capped at 75% of the standard general election grant amount.

• Candidates become eligible for supplemental grants by raising "supplemental qualifying contributions" from individuals, with matching grants calculated at three times the supplemental qualifying contributions raised (subject to applicable maximums).

• Supplemental qualifying contributions are limited to no more than one-third of the maximum supplemental grant amount, with individual contribution limits of $100 and 75% of contributions required from in-state individuals.
