Senate Bill No. 919 Summary

• Removes the term "homemaker-home" throughout Connecticut General Statutes and replaces it with "home health aide" in all references to home health aide agencies and services, effective July 1, 2019.

• Updates definitions in sections 19a-490, 19a-491, 19a-492d, 19a-492e, 19a-495, 19a-905, and 20-670 to reflect the terminology change while maintaining all existing regulatory requirements and standards.

• Preserves all provisions related to home health aide agency licensing, professional liability insurance requirements ($1 million per occurrence, $3 million aggregate), service quality standards, and medication administration by certified home health aides.

• Requires the Department of Public Health to develop and produce bilingual consumer guides reflecting the updated terminology for home health agencies.

• Maintains all existing protections for registered nurses who delegate medication administration tasks and all requirements for home health care agency operations and patient supervision standards.
