Adds behavior analysts to the definition of "health care professionals" eligible for the Professional Assistance Program by including licenses under chapters 370-399 of the Connecticut General Statutes, effective July 1, 2019.

Increases the annual behavior analyst license renewal fee from $175 to $180, applicable to renewal applications submitted on or after July 1, 2019.

Requires behavior analysts applying for license renewal to provide evidence of current certification with the Behavior Analyst Certification Board.

Directs the Commissioner of Public Health to certify and transfer revenue from the $5 fee increase effective July 1, 2019 (per section 20-185k) to the professional assistance program account by the last day of January, April, July, and October each year.
