Expands the list of mandated reporters of child abuse and neglect to include victim services advocates, juvenile justice program employees, behavior analysts, and coaches/administrators in youth athletics and higher education (effective October 1, 2019).

Reduces the timeline for completing child abuse and neglect investigations from 45 calendar days to 33 business days after receipt of report (effective July 1, 2019).

Requires the Department of Children and Families to check both Connecticut and multi-state child abuse and neglect registries for vendors, contractors, foster care applicants, and child care facility employees (effective July 1, 2019).

Allows placement of children with relatives or fictive kin caregivers without full licensure if a satisfactory home visit and basic family assessment are completed and the caregiver attests to no criminal history (effective July 1, 2019).

Repeals sections 17a-62 and 17a-103c of the general statutes (effective July 1, 2019).
