Revises state financial assistance to child care centers serving disadvantaged children to include funding for personnel, equipment, supplies, activities, program materials, and facility renovation/remodeling.

Requires child care centers receiving state funds to use any per-child cost amounts exceeding fiscal year 2019 contract levels exclusively to increase salaries of early childhood educators, effective July 1, 2019.

Authorizes the Commissioner of Early Childhood to allow child care centers to apply program surpluses to the next fiscal year and to consult with center directors when establishing operational fees.

Mandates school readiness programs funded under section 10-16p or 10-16u to use any per-child cost exceeding $8,927 exclusively to increase salaries of individuals with direct teaching or caregiving responsibilities in classrooms.

Both provisions take effect July 1, 2019 and apply to the fiscal year ending June 30, 2020 and each fiscal year thereafter.
