Establishes a phased approach to staff qualification requirements for early childhood education programs accepting state funds for infant, toddler, and preschool spaces, with compliance deadlines extending from July 1, 2022 through July 1, 2029.

Prior to July 1, 2022, requires each classroom to have at least one individual with a childhood development associate credential plus 12+ credits in early childhood education, or an equivalent degree/certification from an accredited institution.

From July 1, 2022 to June 30, 2025, requires at least 50% of classroom staff to hold bachelor's degrees, teaching credentials, or early childhood teacher credentials, with remaining staff holding associate degrees or childhood development credentials.

From July 1, 2025 to June 30, 2029, increases requirement to at least 50% of classroom staff holding bachelor's degrees or teaching credentials, with remaining staff holding associate degrees or early childhood teacher credentials.

On and after July 1, 2029, requires 100% of classroom staff to hold bachelor's degrees, teaching certifications, or early childhood teacher credentials; grandfathers certain employees hired before June 30, 2015 and those employed continuously since 1995.
