Increases income eligibility threshold for Care4Kids child care subsidy program from 50% to 75% of state-wide median income for applicants and recipients.

Expands eligible age for child care subsidies to children under 13 years old, or under 19 years old with special needs.

Extends eligibility to families where the parent or caretaker is working, attending high school, or receiving temporary family assistance while participating in approved education, training, or job preparation activities.

Requires the Office of Early Childhood to provide 30-day notice on its website before closing the program, changing eligibility requirements, or modifying program benefits.

Effective July 1, 2019, and administered within existing budgetary resources.
