Expands eligibility for the Care4Kids child care subsidy program to include parents enrolled in adult education programs, English as a second language programs, and private occupational schools authorized under Connecticut statutes.

Changes language from parents "attending" to parents "enrolled in" high school, public or independent institutions of higher education, and other educational programs to clarify eligibility criteria.

Maintains existing eligibility for parents receiving temporary family assistance who participate in approved education, training, or job preparation activities.

Requires the Office of Early Childhood to issue Internet notices when closing the program to new applications, changing eligibility requirements, or modifying program benefits, with changes effective 30 days after notice is issued.

Takes effect July 1, 2019 and applies to section 17b-749(a) of the Connecticut general statutes.
