Office of Early Childhood shall establish a proposed early childhood educator compensation schedule after notice and public comment, effective July 1, 2019.

Schedule must consider level of education, training in early childhood education or child development, relevant employment experience, compensation levels for certified preschool teachers in public schools, and state cost of living.

Office shall establish a recommended minimum salary for early childhood education program employees as part of the compensation schedule.

Office may utilize findings from prior studies, state and federal funding, and examine existing programs that provide financial incentives such as bonuses for degree or course completion.

By January 1, 2021, office must submit the proposed compensation schedule and report to education and appropriations committees including legislative recommendations, implementation cost estimates, effects on available preschool seats, and integration into quality rating systems.
