• Allows individuals who otherwise qualify for Medicaid to become eligible despite possessing a single unliquidated asset, provided they present evidence the asset cannot be liquidated in fewer than thirty days.

• Establishes medical assistance eligibility at 143% of the temporary family assistance program benefit amount for institutionalized individuals, pending federal waiver approval.

• Exempts Aid and Attendance pension benefits for veterans and their surviving spouses from income consideration when determining Medicaid eligibility.

• Provides medical assistance to persons under age nineteen with household income up to 196% of federal poverty level without asset limits, and extends coverage to their parents and caretaker relatives up to 150% of federal poverty level without asset limits.

• Takes effect July 1, 2019, and amends Connecticut General Statutes Section 17b-261.
