The Secretary of the Department of Social Services shall establish a pilot incentive program for nonprofit providers of human services, effective July 1, 2019.

Participating providers who meet contractual requirements may retain a percentage of any cost savings realized from their contracted services.

Future state contracts for the same types of services cannot be reduced solely to reflect savings achieved by providers in previous contracts.

The pilot program includes eight nonprofit providers with state contracts distributed across four tiers: two with at least $50 million contracts, two with $20-50 million, two with $5-20 million, and two with less than $5 million.

The program covers nonprofit providers of services to persons with intellectual, physical or mental disabilities, or autism spectrum disorder.
