Extends the Department of Social Services decision deadline from 60 days to 90 days after receiving a fair hearing request.

Requires the department to issue decisions within 3 business days for cases involving denial of or failure to provide emergency housing.

Allows deadline extensions when the aggrieved person requests an extension, fails to take required action, or when the commissioner documents an administrative or other emergency beyond their control.

Establishes that if the commissioner fails to meet decision deadlines, the aggrieved person may bring a writ of mandamus action in superior court for the judicial district of New Britain.

Creates a process allowing aggrieved persons to petition for good cause extensions to appeal deadlines up to 90 days after the final decision, with grounds including serious illness, death in family, incorrect agency information, lack of notice, or exceptional unforeseen circumstances.
