Defines "person from an alternate profession" to include veterans holding at least a bachelor's degree, along with paraeducators, charter school educators, and former college professors.

Requires the Department of Education to develop or approve alternate route to certification programs that include classroom management and cultural competency instruction and align with State Board of Education teaching competency standards.

Reserves 10 percent of available seats in alternate route certification programs for veterans; unused veteran seats become available to all other eligible alternate profession candidates.

Authorizes the State Board of Education to issue three-year initial educator certificates to persons who complete approved alternate route programs and meet established requirements, effective July 1, 2019.

Requires the Department of Education to publish descriptions and requirements for each alternate route certification program on its website.
